Strange–what prompted me to write to the forum was that when thought I was doing that, the paragraphs sometimes appeared, and other times not.
I used [return], though, not [enter]. Should it make a difference?
Any idea why ‘<p>’ in code mode would disappear?
When I added the ‘<p>’ and ‘</p>’, it all worked, but if I went to make any other change in the editor, they were gone in the code.
Should platform or version of WP make a difference? I use a G4 Mac Mini at times on WP 2.21.

solved my own problem!
It took a while, but I found it in the <h1> padding attribute set high to accomodate original large image.
