If you are not able to access your administrator page, please remove the plugin from “wp-content/plugins/ip2locaiton-redirection” using file manager, then reinstall it back.
I regret that this is not the purpose of this plugin. This plugin will redirect right away by the location you set.

You may need to disable the caching by Page Rule or the content might be the same for your visitors.
Please go to the plugin settings and check the “Enable region database” option. Then you will be able to redirect by region/state.
