If you removed the plugin the plugin cannot do it’s job anymore.
It sounds a bit like you have a caching solution in place. That could be another caching plugin or an external caching solution.
If you need extra help you can best send an email to the support mail address.

Thank you for the feedback.
1) The inverse function is from the days you had to manually select all countries. These days you can just click on the (de)select all countries (which selects all countries) and after that finetune your blocklist (which most often is deselect your own country). And I do get the feedback that the inverse function can be confusing to people.
2) That probably could be done.

Yes if you want to you can remove those files, iQ Block Country doesn’t need them as long as the GeoLite2-Country.mmdb file is present.

Download url is listed when you first have to download the database or it’s in the installation manual https://ww.wp.xz.cn/plugins/iq-block-country/#installation
Download the GeoIP2 Country database from: http://geolite.maxmind.com/download/geoip/database/GeoLite2-Country.tar.gz
Unzip the GeoIP2 database and upload the GeoLite2-Country.mmdb file to your upload dir usually /wp-content/uploads/GeoLite2-Country.mmdb
If you do not want to or cannot download the MaxMind GeoIP database you can use the GeoIP API.

3) /wp-admin/index.html is not a backend url. /wp-admin/ is but in this case a request was made for /wp-admin/index.html which would in general be a regular HTML page not parsed by PHP and thus not handled by WordPress. Only actual backend urls that are handled by WordPress are considered backend.
