Here are the steps i took to replicate the issue.

1. Create a listing via “List With Us” button on the navigation
2. Fill out all information needed for the listing submission and click submit listing
3. Once inside the packages page, click back to “Change Details” button
4. Upon clicking back to the listing details page. It would automatically approved the listing without payment.
