According to that, you must be hosting it yourself i.e. just running the wordpress software rather than using a blog on wordpress.com .
Can you confirm or deny this?

Perhaps you can explain what part of this I’m misunderstanding:
“If you are using WordPress.com, then you cannot install plugins.
You cannot install plugins on WordPress.com unless you upgrade to their business plan.”
