This same issue happened for me. This is my first time using the plugin. I had the container set to off as I was just testing/using the data layer, then I decided to switch the container to on because I was getting warnings in the console with container off. I didn’t notice that the switch had not persisted until I saw Charles post above. Checked settings, and sure enough the value had not saved properly to ON, I had to set again – now the container is loading.
