Hi,
PayPal for Woocommerce is version 1.5.3, and Woocommerce is 3.5.1.
I don’t use PayPal Express as a payment method now, but I have in the past and I don’t remember where I first enabled PayPal Marketing Solutions. I just enabled Express on my site to see if “Manage” would show up, but it does not. In fact, I tried to enable Marketing Solutions, figuring I could then use “Manage” to disable, but I was not able to enable Marketing Solutions. I put the check mark in place, hit save, but it would not enable.
I am sending you admin login credentials for my staging site so you can have a look.

Sorry to jump in here and hijack, but perhaps you can allow users the option to provide their own email addresses and footer information if they check a box that says, for example, “By choosing this option, I/We agree to comply with the requirements of the CAN-SPAM Act and provide a valid, physical address in the footer section of the email…” I’m not a lawyer, so the wording should be looked at for legality, of course. Perhaps such as option would protect you, the plugin author, from any liability?
