Numtix I figured it out, in order to make the menu work in mobile you need to go to menus -> select handheld menu. Even if you want a primary menu you still need to select handheld menu or else the mobile menu won’t work. Perhaps they should change the name of mobile menu or incorporate it with the primary menu. However it is indeed a seperate menu even though the other menu disappears when the size is changed. I hope this helps!
