Many thanks to all of you! It is a comfort to know help is at hand.
I called GoDaddy this morning and reached a tech named Seth. It took a while, but he was able to resolve the issue. I can’t remember exactly what he said, but the resolution had something to do with C-Net and opening a portal.
The long and short is, the issue had to do with the host and could be resolved by the host. Seth said he should have recognized the issue more quickly because they are seeing a lot of it.
For me, the magic key to getting help was asking the question, “Does our account support PHP mail?” I wouldn’t have known to ask that without the buzztone.com support article. It also helps to get the right support tech. Let’s hear it for Seth!
I tried the additional headers route and it got me nowhere.
I’ll check with GoDaddy about support of PHP mail() in the morning. Anything beyond those two are probably above my ability to deal with. I can’t believe I’m the only one to have this problem.

I’m having the same problem as NRM2014. Using Contact Form 7, I get no error message on send, but the message never arrives at the GoDaddy hosted Office 365 Outlook webmail page. It’s not in the junk file, either.
Mail sent to the same address from links on the site arrive, but nothing gets through using Contact Form 7. The site is omahatownhall.org and both the “contact us” and the “waiting list” forms are affected.
Right now, both forms are set to send mail to home mailboxes, to which Contact Form 7 delivers perfectly. I’ve talked to techs at GoDaddy and they say the issue is beyond their expertise. Sigh.
