Every other site in the network has the ability to edit authors.

Yes. Network admin (me) or site admin cannot see a pop-up to change the author. Pic of the issue here

Yes. Users are visible on the posts and on the site after the posts are published. But, they are unable to be edited because the Auther section on the editing posts or quick editing is missing a drop down list of authors.
Oddest thing.
