OK well I am obviously blind, because despite looking and looking, I never noticed there is a slider for this exact feature in the Customize tab under Colors. So never mind!
I would like to know to change the opacity though of the site-title-wrapper, but will start a new post if I can’t figure it out. (Now that the image has no overlay, the text is hard to read.)
