 * Update update: I found the checkbox that makes the Add New choice come back. 
   It’s in Super Admin -> Options, in the Registrations Settings section of the 
   page.

 * Update: I just did a separate, brand new, installation, and as soon as I enabled
   the multisite functionality, the Add New choice disappeared from the Users menu.
   Is this what’s supposed to happen?

 * Thanks for the ideas, Mark, but I think it’s #4, because
 * 1. I am an admin (super admin, actually). This is a site I’m putting together
   for my company.
    2. Deactivating all plugins doesn’t remove the problem. 3. When
   they’re active, no plugin I’m using is adding a new item to that menu.
