I solved it by reinstalling WP in new subfolder, copying all the content here and installing only the necessary plugins. Now it works.

Hello Ben,
Thanks a lot for your attention to the issue. I have checked all the updates, everything is up-to-date. I tried to reinstall WP as well as reinstall the theme. Didn’t help. I think I will try to install a clean WP to a subdomen, then install a clean theme and check if the menu will work on it. Then step by step I can try installing the plugins and import the data, checking the menu after each step. It will take time, but I don’t see any other options.

Thanks for your response! Unfortunately, nothing changed. I tried to deactivate plugins one by one as well as deactivating them all at once. Nothing solved the issue.
