You just point your sub domain to Japan ip address on DNS record.
You can simply finish by using cloudflare.

You should install Xampp server on the server computer of your WAN/LAN network.
Everyone on your network can see the website by server computer IP, example: 192.168.1.2
You could install FTP server on this PC so that everyone can upload new code.
