*_blogs is the name of a table in your database, where * is your table prefix. If you didn’t customize the prefix, the full name of the table is wp_blogs.
You can also find the IDs on the Sites page in the Network Admin, though. The URL is /wp-admin/network/sites.php.

If I correctly understood Google Translate, you would like to open External Content URLs by default in another browser tab, is that right?
There are plenty articles and discussions about opening (external) links in a new tab by default, or not.
For instance, have a look at When to use target=”_blank”.
I personally think that the user should decide how they would like to open a link, that’s why External Content neither does this by default, nor offers any means to do this.
