We believe that the option “Force shipping to the customer billing address” might be enabled inside the WooCommerce>>Settings>>Shipping>>Shipping options>>Shipping destination.
Could you please check after enabling the “Default to customer shipping address” or “Default to customer billing address” option whether the ship to different address checkbox is getting displayed on the checkout page?
