That looks like a custom diagram made with a JavaScript library and that will require more technical work than configuring an available plugin. The closest thing I could find is this jQuery plugin called jsPlumbTree: Dynamic Tree View With Visual Connections – jsPlumbTree. You may need to cautiously insert your customized JavaScript diagram to WordPress to prevent any security issues.
