 * Hi,
    I have the same situation. When I set the home page to be a static page,
   the ‘home top feature’ and ‘home page settings’are not shown. When I set the 
   startpage to be the latest post, onle the ‘home page settings’are shown. This
   occurred after upgrading WP and the Colorway theme. Wp version is now: 4.2.2 
   colorWay version is now: 3.3.2 (free version)
