Thank you for your feedback. You could fork the plugin and make a version of your own using current_user_can.

Unfortunately WP-Rocket is a paid plugin which provides no documented hook to clear the cache by another plugin or rather I can´t find one in there FAQs.
If the plugin authors of WP-Rocket would provide one, I would consider a support in Slim Maintenance Mode.
