2 factor authentication not working

I am unable to activate 2 factor authentication. When i click on my user profile and click on the Activate 2FA button, it then takes me to the Two-Factor Authentication tab which has the scan code. There is no option to save in this tab. When i click on the settings tab, there is a greyed out save button. If i set required in the administrator dropdown list under the 2FA roles, then i can save. But then when i go to users to see my profile, the 2FA is still showing as inactive. Anyone else having this issue?
