403 Forbidden

On the wordpress.com plugin search results the plugin is identified as being both compatible (in the lower right corner of the plugin tile on the search page; I meet all listed requirements – PHP/WP versions, etc.) and ‘Not supported’ (in the upper right corner of the plugin tile on the search page).

I can still download the plugin, but settings aren’t working. When downloading directly in wordpress.com, I cannot even access the settings. When downloaded to my local from ww.wp.xz.cn then uploaded to my site, I at least had ‘WP ULike’ listed in the menu, but when I try to access any config/statistics/etc. page, I receive a 403 Forbidden error.

Would love to use the plugin. Is it being ‘not supported’ related to the inability to use settings/etc.? Any input?
