Do you have a .htaccess anywhere? Delete that, if you have. Otherwise it’s very hard to say why that could happen…
Does that happen right from the start or after you activated a plugin or theme?

I do not have a .htaccess. This happens at the very start–I haven’t been able to access any WP related files since I moved to the new server.
Have you tried logging in?
LOGIN
If you CAN log in, go to Settings-permalinks and change the settings to standard mode. Before you do that, you should put 777 chmod to your wordpress folder (not files and subfolders but just the main folder).
Maybe that works.

I have no problems accessing the admin side of the site…just whenever I click on the ‘Visit the site’/site address…I get the above error.
Yes, I mean default.

I have same issue, in my case home page ( http://www.apnimarzi.com ) is opening, but i am not able to login to wp-admin and not able to see my post (404 error). i just migrated site from dreamhost to godaddy on IIS7, it might be some IIS7 issue.
Now what if I am not able to login to wp-admin ? And solve this strange issue?
I’ve got the same issue, I can’t even log in, I keep getting a 404 error message.
It looks I figured out my problem, will update you guys very shortly –if it works for me– and if not then I will inform you don’t try this at home 🙂
I still can’t log in and when I try I still get this message:
Not Found
The requested URL /wp-login.php was not found on this server.
Apache/2.0.54 Server at sassisamblog.com Port 80
