Regarding this current matter, I’m not sure what would stop the plugin from activating, it works just fine in my test sites. But could you let us know the WordPress version you’re on?
Also, could you try a plugin/theme conflict check by deactivating other plugins and switching to Twenty Fifteen theme to see how it works then?
