You could try to create a separate page and add that chart there. If the issue doesn’t appear on that separate page, please provide us the CSV file you use to create that chart so we can check it on our end.

I created a chart on my test instance using the CSV file you provided and it downloaded as expected for me, as you can see here, and no errors appeared in the console. This means the issue could be caused by something from your environment. You could try to backup your site, deactivate all plugins except Visualizer and check if the issue is solved this way. If it is solved, it means it was caused by a plugin conflict and you can reactivate the plugins one by one until you find the guilty plugin and replace it with an alternative one.

The problem is in sheet title. If I make a cyrillic sheet title (Объем импорта витамина А1000 в Россию), then I become this error.

Looks strange because the top chart with cyrillic sheet title works normally: http://joxi.ru/823gY99h9Lb462.

Thank you for providing the error log!
From what I am seeing the error states that there cannot be more than 31 characters in the sheet title which explains why this sheet title does not work (contains 36 characters) whilst the one you mentioned at the end of your reply works (contains 28).
Can you please test this spreadsheet with a different title (title must contain less than 31 Cyrillic characters including spaces) and see if the data imports correctly?
Based on the answer we might have to forward this issue to our developers and see why this is happening.

I tried to write less then 31 Cyrillic characters but unsuccessfully.
The problem was solved by installing of the plugin Webcraftic Cyr to Lat reloaded.
