About Blacklisting

Say, I select the category “Anniversary”. Now it prevents insertions on that category page as well as into all the posts that belong to this category?

Now I want to keep all other settings unchanged. So should I Leave all other elements in the List such as Tags, Taxonomies, etc. blank and default? And I am all set?
