About replacing scripts

In this topic https://ww.wp.xz.cn/support/topic/is-it-replacing-scripts-or-just-adding-them/ you told it just adds the script and does not replace it. Wouldn`t it be still spoiling server loading performance then? And what is the exactly code (de-register plugins) to solve this issue then?
