About the theme editor

I want to modify my theme inside the admin panel according to http://codex.ww.wp.xz.cn/Editing_Files#Using_the_Theme_Editor
But I can’t find the theme editor in my panel and also can’t find the File Editor.
Why? Should I install a plugin?
