Accessibility/Tabbing

When tabbing through my site as a keyboard only user I can tab onto the cookie bar, but it’s the last thing on the page and pressing enter doesn’t trigger any actions – you have to actually click the settings or accept button.

I’d like the cookie bar to be the first thing people tab onto so they can accept the cookies – is there a way to change the tabbing order?

And is there a way to trigger the settings and accept buttons on pressing enter?
