I have also noticed, the fields don;t show in the block editor either, I have tested this on another site, and I can see the fields in the editor and on the front end, so not sure what the issue is

The ACDC fields should be displayed, whether using the Classic Checkout or the Block Checkout, ACDC fields using Block Checkout shown here.
Based on your description, you have done the Conflict Testing as well as trying to rollback to an earlier version, but it did not work. We would suggest reaching out to us directly so that we can investigate further.

It turned out my client hadnt completed all steps in setting up their paypal account.
