Action buttons and background

Hello guys,

I have two questions:

1. How can I delete those 2 buttons? –> https://zapodaj.net/1cc291d452398.bmp.html
I was trying to find out but no clue how to do that.

2. Second question is more complex: what is wrong with the background? sometimes I tried change background (general settings -> background image) and it is changing, sometimes not…sometimes I need to change hero fron page. Sometimes I change both and still background is not changing…anyone knows why?

Once I change it – all selection has been changed..once I changed it and only this, particular section was change.

Can anyone help me with that? I am working hours with these, at first glace, easy things and can’t figure out how to solve it.
