    I want to know if there is an option to create some network so I will have advertisers and publishers?
    I mean, something like Google Ad Manager?

    Advertisers can purchase advertising on the site and pay.
    And those ads will show on sites and blogs that will earn money?

    AdRotate is not an adserver, So not really.
    With AdRotate Pro you can share adverts on a multisite network. But there is no payment option.

    I am sorry,

    Is the pro version can help me if I want advertisers to add their ads, and then I can create some js code to let publishers insert in their sites and earn for it?

    In AdRotate Pro you can mark users as Advertisers, which can add/edit their own adverts yes. All edits they make need to be approved by you first via the moderation queue.

    They of-course do not get a JS code or something similar. But you can use the AdRotate widgets, shortcodes or PHP to place the adverts on your website.
