I’m not exactly sure if this is what you’re looking for but we do also have a Front End Only Users plugin that allows visitors to sign up as users on the front-end of your website only: https://ww.wp.xz.cn/plugins/front-end-only-users/

Users need to be administrators to add orders at this time. Is that what you’re asking about?
