"Add New" Theme Button Missing

    I’d like to add a 3rd party theme, but my “ADD NEW” button is not there. I’ve read of many others having this problem, but that was several versions ago. Everything was just freshly installed to my self-hosted site via Softaculous. I would so appreciate any suggestions! Thank you!

    Me too,
    i have just fresh install of 4.2.2
    and i can not find add new theme and add new plugin buttons
    help
