ADD /SUBFOLDER/ Before Urls.

Hi, so here is my problem I encounter and cant seem to be able to find a solution for.
I have a client which I redid his site, and now all his old SEO was based on specific urls, lets say (carpet cleaning) leads to http://www.domain.com/fr/montreal/carpet-cleaning
But the new structure has no /montreal/ in the urls. So his SEO now leads to 404 pages.
Is there a way for me to add a “fake” /montreal/ before specific pages, all pages that will save us the SEO that he worked really hard to rank for years.
I tried to do it with Permalinks, custom and add /montreal/%postname% but it doesnt do anything. I save and no Montreal appear in any url.
