I’m having the same issue: I ticked ‘Click to activate’ for the option ‘Add Visual Editor to content’. It’s number 9 in ‘Topic/Reply Form’.
I click ‘save changes’, return to the website it’s forum, refresh, no tab ‘visual’ and no visual editor.

The related version information:
WordPress version 4.9.4.
bbPress version 2.5.14-6684.
bbp style pack 3.7.8.
TinyMCE Advanced 4.6.7.
Theme: a fork on theme ‘astra’.
I’ve started recently using bb style pack, at the same moment I started using the official version of the theme ‘astra’.
It took some days before I found the option in bbp style pack to show the visual editor. I’ve activated this option, but until now, it doesn’t get the visual editor.
I tried to disable TinyMCE Adv, and check again the behaviour of the visual editor.
It’s not showing.
Clearing cookies, another browser, user profile settings: No luck.
I took a look via Google Search, but no luck as far. Only this Support Topic. 🙂
I’m interested in the resolution for querry, that’s why I put a message here.
I hope someone can help.

ok I’ve found the issue and released version 3.8.0 which fixes.
You will need to go back into the topic/reply form settings, and you will see that I have added options to display visual, text or both editors
Please come back if you have further issues.
