These lines will be added in loop of page template of that particular page. Make sure you have basis understanding of PHP.
have you checked if comments are actually allowed on that page?

dashboard – pages – all pages; click the ‘quickedit‘ link when you hover over the page in the list; check that ‘allow comments‘ is ticked …
most themes have a call for a commentform in the general page template page.php;

Yes, the “allow comments” is ticked and the theme I am using is called FIT by Dany Duchaine.
