No, it’s not designed to work that way. You would need to add a list of 50 states, and then add a list of cities for Alabama and select “Alabama” as the parent.

So I made some progress I should share in case someone else needs this:
- Exported data from https://www.maxmind.com/en/free-world-cities-database
- Opened the file in Excel/Google Drive, sorted by population size, picked the top 4000
- Exported to CSV
- Open in CSV and delete “-“, and “.” (dashes and periods)
- Created a PHP executable as detailed here: http://stackoverflow.com/questions/36783637/convert-csv-to-this-new-format
- Copy/paste the output into 500 line sections and pasted into this plugin: https://ww.wp.xz.cn/plugins/bulk-add-terms/
Your plugin saved me because the https://ww.wp.xz.cn/plugins/bulk-add-terms/ plugin tends to crash out. At times, I had to use your plugin to add terms into parent terms which was really useful.
