Adding Comments to Post – Doesn't Activate

I have turned on “Allow Comments” for an existing Post. I have checked General settings for the site as well. However, when I go to the site to test leaving Comments on the Post, I do not see any fields or any mechanism for the user to enter a comment? I thoughts the fields were generated automatically? Do I need to create a form or do something else? I have read the Codex several times.
