Adding duplicate element

    When I activate the plugin, it’s inserting the following directly below debug.js: 

    <!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN" "http://www.w3.org/TR/REC-html40/loose.dtd">
<html><body class="">

    When I deactivate the plugin, these extra elements go away. Any ideas?
