adding Google Tag Manager

I need to add GTM code to the HEAD and beginning of the BODY. What is the best way to add it to AMP pages? I’m using Classic mode. I tried copying the html-start.php file to the below location as an override, but it isn’t working.
/wp-content/themes/Avada-Child-Theme/templates/amp/html-start.php
Are there filters I can use for those portions of the html code instead?
