Adding multiple tags at once
That’s still working for me in WordPress 6.8.2.
This problem may be a plugin or theme conflict. Please attempt to deactivate all plugins and switch to the default Twenty Twenty-Four theme. If the problem goes away, re-activate them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to deactivate all plugins and change the theme for you while you’re still logged in without affecting normal visitors to your site.
Tag cloud
You can add a cloud of all of your tags to any post or page with the Tag Cloud block: https://ww.wp.xz.cn/documentation/article/tag-cloud-block/
But, that might not be what you’re what looking for. There are only 3 free plugins mentioning “tag cloud” that are listed as compatible with the current version of WordPress:
If these aren’t what you’re looking for either, I recommend asking in the support forum for your discontinued plugin, if it still exists, and hopefully folks are active over there and can mention what they use instead.

It is working for me just fine here are the steps I followed:
1. Copied the list of tage with comma seperated.
2. Pasted it in the tags and pressed enter.
It is possible you must be using some plugin for Tags management and it is conflicting?
