Yes, it still happens if I deactivate plugins and change the theme.

Firefox seems to be impacted, unlike Chrome/Chromium.
I am having the undefined between tag characters issue as well. Has anyone found a way to fix this?
This is happening for me to. I tried safari, chrome and firefox. Anyone got a solution or done more debugging ?
It’s happening to me on a completely up-to-date site.
I don’t think it can be a browser issue but I did find that if I add tags via the Quick Edit, they don’t get corrupted.
This suggests that the issue is somewhere in the widget coding – probably the Javascript/JQuery.
We are having this problem, too.
It only occurs to user with role “editor” or below. For users with role “administrator”, the problem won’t occur.
We are also using the WPML-Plugin.

I was able to resolve this issue by completly reinstalling WordPress core, I’m guessing there was an incomplete or failed upgrade.
Same problem cropped up for us, resolved it by wiping out the wp-admin folder and reuploading.
