Adding smilies

I can’t see where in the code one adds smilies.
I had assumed you simply copy a new GIF file into the wp-images/smilies directory, called icon_newsmiley.gif, and employ the appropriate :newsmiley: tag in the post, but that doesn’t work.
How is it done?
