adding tooltips

I am trying to add tooltips similar to http://www.smitefire.com/smite/items#cooldown but cannot figure out how.. ive tried multiple plugins but none of them seem to allow me to add a tooltip to an image and display a image inside a tooltip.

If anyone knows how that would be great!

Im pretty new to jquery and scripting so I need pretty step by step instructions.
