Admin Bar Not Showing

Hello,

I have just started to design a WordPress Template you can see it here:

On the default template there is an admin bar going across the top of the page when logged in. As you can see on my template there is a blank space at the top of the page where it should be but its not showing when im logged in.

Is there some code I have missed in my template files that is suppose to show this bar?
