admin bar not sticky

After activating plugin, wp admin bar comes out from sticky mode. Besides in admin post classic editor, the elements part goes up with scroll (not sticky) and it’s hard to work with this bug. For example we want to add a link for a keyword in the article. We should scroll up to top part of the editor and click on hyperlink button and then scroll down to that keyword and past the link in the field. Is there a way to fix the bug?
