Admin create users group / Users able to join and create groups

How can I (admin) create user groups where already registered users can join? How can users create their own groups? Do you know any plugin that you can integrate with “All-in-One Event Calendar” or anotherone like this, that can to solve these two problems? Do you know any plugin where users can share and invite one to another to diferent events created by they or another users?
