Admin Dashboard broken

So I upgraded to 2.8 on one of my sites and my dashboard is just a list I’ve tried reinstalling the css dir, the admin dir, the includes, deleted all the plugins and finally uploaded the whole thing… Nothing works. I uploaded 7.x and it was fine except it wont let me do anything.

My other site is FINE with 2.8 but I upgrade a while ago.

Here’s another strange thing: It’s the big list in Firefox but IE will show all the goodness except I get errors and a lot of the function isn’t working.
