Debugging a backend in tough without access to it, and you should never give credentials to disreputable strangers like myself.
Sounds like your stylesheet isn’t loading. It is hard to say why. How did you do the update? I’d probably start by re-doing the update manually

Yes. Follow the instructions. Make backups. You should not have to upload anything to wp-content or any of its subdirectories, though. Just get wp-admin, wp-includes and the 20 or so php files at root except for wp-config.php.

Check the file permissions.

If the permissions are wrong the server will refuse to let the files load.

This is weird, but just as I was going through the whole backup process again and planning to reinstall, my admin pages started working again! I had just finished the backup process when I was about to disable my plugins and the plugins admin page loaded correctly. Weird! Any idea why it would start working all of a sudden? s_ha_dum thanks for your help!
Sounds like a cache issue, or a server side caching issue.
I also having this problem, login panel, dashboard & website, this happen on firefox only, chrome load corretly, same with mobile. Here the the screenshot.
