admin password is always incorrect even when reset

I’ve been trying to add an additional admin but it keeps saying the password is incorrect no matter how many times it is reset. I’ve tried adding a completely new admin and also resetting the password several times.

The same issue is there when adding a new user admin whether it is under the network admin or dashboard for the main site on the network (there is only one site currently)

Any idea what would cause this sort of issue? Thank you
